**Project Description**

The goal of the USAID Teacher Excellence Initiative Activity project is to improve the quality and relevance of teacher preparation in Egyptian public universities so that current and future primary school teachers have enhanced skills to increase student learning and advance the Ministry of Education and Technical Education’s (MOETE) reform. The activity will achieve this goal through the following results:

- 50 Government of Egypt personnel from the MOETE, the Ministry of Higher Education and Scientific Research (MOHESR), and the Supreme Council of Universities demonstrate improved capacity to jointly plan, manage, and adapt teacher education.

**Job Description**:
The Senior Procurement Manager will manage project procurement and ensure compliance with USAID regulations and EDC policy and procedures in support of project activities at the TEI project headquarters. Duties will include the supervision of the day-to-day procurement functions including one-time and recurring procurements in support of office operations and project implementation. S/he will maintain a procurement process that is transparent, responsive, and efficient in delivering goods and services on time and within budget. The Senior Procurement Manager a full-time position based in Cairo, Egypt and will report to the Director of Finance and Operations.

The Senior Procurement Manager responsibilities will include, but are not limited to:

- In coordination with the Director of Finance, Operations, ensure that procurement practices are in compliance with the project’s Policy and Procedures Manual and USAID rules and regulations.
- Manage the overall day-to-day procurement process. Prepare requests for quotations and proposals, conduct bid evaluation, prepare price analysis, and conduct due diligence (reference checks and site visits) and draft purchase orders in support of the procurement of goods and services for the project.
- Assist in preparing the annual procurement plan with support from the COP/DCOP, operations, finance, and technical staff.
- Work closely with the project technical teams and provide procurement guidance and assistance to activity trainings, events and meetings that will require the rental of venues or hotels, catering services, transportation services and procurement of stationery and supplies.
- Manage a procurement filing system and ensure that the minimum documentation referenced in the procurement threshold table is in each procurement file.
- Ensure that all vendors meet the terms and conditions of the purchase order/contract through active contract management. This includes written communication with the vendor to ensure on-time delivery, and that goods and services meet the specifications and are of the quality and quantity requested.
- Review invoice payments from vendors and compare the terms of the purchase order or contract to ensure vendor invoices are accurate before submitting for payment.
- Coordinate market research in Egypt to verify availability and pricing for goods and services required by the project.
- Drafting selection memos for Purchase Orders, or other contracting mechanism as requested by EDC.
- Assist Director of Finance and Operations for responding to internal and external audit matters for issues related to procurement PO and other contracting mechanism requested by EDC.
- Assist Director of Finance and Operations in providing clarification to project staff on procurement requirements.
- Act as a back-up to the Director of Finance & Operations when needed in the procurement process.
- Support project budget revisions by providing estimated pricing for goods and services.

**Qualifications**:
**Education**:
Bachelor’s degree in a field relevant to Business Administration, Accounting, Social Sciences, or another related field. Master’s degree preferred.

***Primary Duties and Responsibilities**:
**OVERALL RESPONSIBILITIES**

Under the supervision of R1 lead, the supply chain advisor will provide technical assistance in supply chain management to all suppliers (SMEs) of anchor firms that are partners with USAID TRADE. The overarching goals are enhancing the suppliers’ overall competitiveness to meet the required standards of the partnering anchor firms, identifying opportunities for cost savings, and optimizing their supply management processes. A secondary focus involves coordinating TRADE's initiatives, acting as a liaison between Anchor Firms and Suppliers (SMEs). This coordination ensures the effective implementation of action plans and improvement programs, facilitating the seamless integration of suppliers (SMEs) into regional and global supply chains. Additionally, S/he will aim to align those suppliers (SMEs) with sophisticated export market requirements, fostering business growth, and fortifying their resilience in the face of challenging economic conditions.

**Tasks and Responsibilities**
- Support in fostering collaboration between Anchor Firms and the suppliers, and lead the creation of coordinated action plans for sustainable business growth.
- Work in close coordination with the project’s Private Sector Consultant, EAs, TA team, Suppliers (SMEs), and external consultants to ensure the effective implementation of agreed upon improvement plans including certifications, quality, health and safety and other supply chain related issues.
- Conduct follow-ups with Suppliers (SMEs) to ensure the successful implementation of the action plans and associated work plans, in close coordination with Anchor Firms and the project’s team.
- Analyze data derived from Suppliers (SMEs) operations and processes, identifying bottlenecks and other challenges that may impede product delivery, client satisfaction, and international competitiveness.

- Review newly submitted Purchase Requests (PRs) to ensure information provided are correct and expected date of delivery is achievable considering all workloads. Provide feedback to requesters on how to prepare PRs in correct ways or if some revisions in the PR is required.
- Communicate with requesters in case there are challenges in execution of their PRs to ensure potential delay communicated in advance and that the requesters are aware about the risks.
- Keep track all deadlines or closing date of quotation submissions and facilitate Competitive Bid Analysis (CBA) and/or procurement committee meetings with prior notification delivered to committee members.
- Ensure CBAs and meeting minutes are written accurately and contain important information on how analysis of quotations carried out and what reasons for selection of supplier and ensure the documents are approved.
- Keep track on deadline of delivery stipulated in each Contract/PO and that necessary reminder sent out to suppliers if the deadline is approaching and execute the purchase and delivery of appropriate supplies in a timely and cost effective manner.
- Keep track on payment process and communicate as necessary with suppliers regarding payment progress.
- Ensure necessary authorization / approvals are always obtained on all documents
- Ensure all documents are stored in the database accurately and in timely manner
- Participate in the development of price list, supplier database, prequalified vendor list, and market survey activities.
- Take cover tasks from other colleagues in the department in his or her absence.

**Role Purpose**:
The GM Supply Chain is responsible for developing and implementing supply chain processes and procedures for MAF Retail which includes planning and organizing the movement of goods and materials from suppliers and manufacturers through to customers. The role holder is also responsible for enhancing the effectiveness of the overall supply chain by working closely with internal/external stakeholders to ensure that logistics, replenishment and distribution related activities are undertaken in accordance with best practices and contribute towards achieving the overall business objectives.

**Role Details - Key Responsibilities and Accountabilities**:
**Strategic Planning**
- Develop a Supply Chain strategy that is aligned with the overall corporate strategy and ensure its proper implementation
- Propose and manage actions, solutions in the supply chain management to support the company expansion
- Propose supply chain solutions related to merchandise and store needs
- Support the merchandise department to increase the profitability of costs vs. logistics
- Identify potential risks and propose action plans to ensure safe and healthy conditions for merchandise inventory and operations in Distribution Centres

**Import-Export**
- Set-up the Trade Compliance process and ensure its required adaptation with changes in customs & local authorities regulations
- Maintain high level oversight over customs administrative procedures and duty payment including by third party providers for all import & export shipment.
- Foster relationships with contacts with local authorities

**Replenishment Management**
- Ensure the proper goods flows management (via DC or direct) and the corresponding flow in DC (picking, breakdown, cross-docking) based on logistics cost, supplier lead time, supplier service level, logistics rebates, item sales rotation, item specification in temperature for storage/transport.
- Set the target of % OOS in DC, % DC Service Level and DC Stock days and requires projects, actions to achieve it.
- Oversee the proper execution of promotion events via DC to ensure products are in store on time with the lowest distribution costs possible
- Set the target of % OOS in Store for centralized replenishment with the required actions in coordination with stores.
- Oversee the proper implementation of action plans to improve the service levels to stores
- Review and propose solutions to improve the accuracy and management of database procedures and also lead-time, inventory and cost improvement
- Ensure that supplier service levels are monitored and regular performance reviews with suppliers are done.

**Logistics Operations Warehouse and Transport**
- Implement the logistics organization set-up based on strategic plan, merchandise and store needs depending on goods category (grocery, chilled, frozen, non-food, market, ).
- Set the target of the logistics Service Level Agreement with stores in order to implement the most efficient balance process & operation between cost and service.
- Source the most efficient third party providers for the warehousing and transport to ensure the best quality, stock and preparation accuracy and delivery on-time with the lowest cost of distribution.
- Analyse and propose actions to reduce the logistics cost via Capex project implementation to reduce it, via renegotiation with third party provider charges or via business process optimisation
- Oversee the implementation of the cold chain requirements and all the necessary rules and regulations concerning the quality of the products from Distribution centre to stores
- Ensure the logistics assets support the current volumes and the future expansion plans
- Oversee the appropriate execution and renewal of procedures for the third party ag
