**Trade Support Institution TSI Proposal Writing**
**Project Overview and Role**:
Trade Reform and Development in Egypt (TRADE) is a USAID funded project whose objective is to increase Egypt’s international trade by increasing exports from small and medium-sized enterprises (SMEs) in the activity’s “selected sectors”; Engineering Products, Food Processing, Home têxtiles, Ready Made Garments, Chemicals, Printing and Packaging, and Building Materials
The TRADE Activity will achieve the following three Results:
- Enhanced Export Capacity of SMEs, in particular New and Expanding Export
- Ready Enterprises (NEEREs)(1) in the Selected Sectors.
- Strengthened Public and Private Trade-Support Institutions (e.g., Trade Associations, Export Councils, etc.); and
- Improved Trade and Investment Policy, Regulatory and Institutional Environment
The USAID TRADE is searching for a short-term consultant who can strengthen the capacity of selected Trade Support Institutions (TSIs) by improving their proposal writing skills for donor-funded programs. With the grant funds they receive, the partner TSIs can implement projects that align with their mission and benefit their members. Through this workshop, the TSIs can develop sustainable projects and secure funding from other donor-funded programs beyond the lifetime of TRADE's project. The comprehensive workshop will cover all aspects of grant proposal development, including project identification, research on viable funding sources, proposal writing, budget development, preparation of the proposal package, and follow-up with funders after submission.
***Primary Duties and Responsibilities**:
**Assignment Background**
The Export Councils have been supported by the project as sector-specific partner TSIs to improve their services, and capacity-building plans have been prepared to guide each council’s support initiatives. A capacity-building assessment conducted by TRADE's project in year one and recommendations from Result 2's senior TSI advisor in the "Strategic Planning" workshop has highlighted the need for export councils and other TSIs to seek assistance from development programs. To enhance their writing skills and deliver proposals effectively and professionally, a proposal writing workshop is recommended for these TSIs, given their current capacity. This workshop will cover fundamental rules of proposal writing, a proposal outlining, and construction and educate the TSIs on mapping donors and best practices in approaching donor-funded projects. Additionally, the workshop will assist TSIs in understanding funding agency guidelines, enabling them to present their case persuasively for organizational support.
**Activities**:
The consultant will undertake the following tasks:
- Support participants in understanding how proposal evaluators will assess their proposals and how to meet donors' requirements and expectations.
- Help participants learn how to structure their proposals and build an evaluation plan using a logical framework.
- Enhance participants' writing skills and teach effective proofreading and editing techniques.
- Guide delegates on assembling proposal packages for submission and managing post-award or rejection communication with funders.
- Educate TSIs on different sponsors' annual sponsorship plans and how to identify potential sponsors in the market based on the activity type.
**Deliverables**:
- Training materials including structure, agenda, slideshow presentation, and handouts.
- 1-day intensive training workshop for representatives of selected partner TSIs aimed at enhancing their ability to develop compelling proposals for donor-funded programs. The training will be conducted in English.
- Brief consultancy report to be provided by the consultant describing the purpose of the consultancy, progress achieved, observations, issues and/or problems encountered, and details of expected follow-on activities by USAID TRADE or its stakeholders.
**Required Qualifications**:
- 5+ years of related experience in writing technical and financial/ grant proposals.
- Previous work experience with developmental projects is a plus.
- Time management (in managing deliverables).
- Fluency in Arabic and English (verbal and written)
