1. Background
The Central Agency for Public Mobilization and Statistics (CAPMAS) is the official source of comprehensive statistical data in Egypt, playing a crucial role in national planning and development. 4In its ongoing efforts to enhance data processing and analysis capabilities, CAPMAS, with the support of the United Nations Population Fund (UNFPA) and United Nations Children's Fund (UNICEF), is seeking to strengthen the technical skills of its staff in utilizing specialized statistical software.
CAPMAS is going to conduct the Egyptian Family Health Survey (EFHS) this year. With this regard, CAPMAS is seeking support in recruiting a CSPro Expert to provide theoretical training, facilitate practical experience for the CAPMAS team employees), covering all functionalities of the package as well as modifying the previously designed questionnaire and test it.
CSPro (Census and Survey Processing System) is a public domain software package developed by the U.S. Census Bureau that is widely used by statistical agencies for entering, editing, tabulating, and disseminating census and survey data. 6Given its robust features and widespread adoption in national statistical offices globally, enhancing CAPMAS staff proficiency in CSPro is essential for efficient and high-quality data management.
2. Purpose of the Assignment
The main purpose of this consultancy is to enhance the technical capacity of CAPMAS staff in using CSPro for various stages of survey and census data processing, from data entry and validation to tabulation and dissemination. The expert will design and deliver a comprehensive training program tailored to the specific needs and current skill levels of CAPMAS personnel. This includes providing theoretical training, facilitating practical experience for 10-15 CAPMAS employees, and assisting in the modification and testing of a previously designed questionnaire for the EFHS.
3. Objectives of the Assignment
The key objectives of this consultancy are to:
- Assess the current CSPro knowledge and skill levels of CAPMAS staff.
- Design and develop a comprehensive training curriculum on CSPro, covering its core functionalities and advanced applications.
- Deliver hands-on training to CAPMAS staff on CSPro, including practical exercises and real-world case studies relevant to CAPMAS operations.
- Provide technical guidance and mentorship to CAPMAS staff to address specific challenges and enhance their ability to apply CSPro effectively.

4. Scope of Work
Under the overall guidance of CAPMAS leadership and in close collaboration with UNFPA and UNICEF, the Expert will undertake the following tasks:
Phase 1: Needs Assessment and Curriculum Development (3 working days)
- Conduct a needs assessment among targeted CAPMAS staff to identify existing CSPro knowledge gaps and specific training requirements.
- Based on the needs assessment, design a detailed CSPro training curriculum, including learning objectives, modules, content outlines, and practical exercises.
- The curriculum should cover:
- Develop or adapt training materials, including presentations, user manuals, and exercise datasets.
Phase 2: Training Delivery and Practical Application (12 working days)
- Deliver interactive and practical training sessions to CAPMAS staff employees).
- The training should be structured to allow for hands-on application of concepts.
- Provide individualized support and troubleshooting for participants during practical sessions.
- Facilitate discussions and knowledge sharing among participants to foster a collaborative learning environment.
- Conduct pre- and post-training assessments to measure knowledge acquisition and skill improvement.
- Guide the CAPMAS team in modifying the previously designed EFHS questionnaire in CSPro and assist with testing its functionality and data capability.
Phase 3: Post-Training Support and Recommendations (5 working days)
- Provide on-demand technical support and mentorship to CAPMAS staff for a specified period after the formal training.
- Prepare a comprehensive final report summarizing the training conducted, key achievements, challenges encountered, and recommendations for further capacity development in CSPro at CAPMAS.
- Propose strategies for the sustainability of CSPro skills within CAPMAS, including recommendations for internal trainers and a CSPro resource center.
5. Deliverables
The consultant will be responsible for delivering the following outputs:
- 30% will be paid upon submission and UNFPA approval of:
- Inception Report: Detailing the methodology for needs assessment, proposed training curriculum, work plan with timelines, and initial thoughts on training materials. (Within 5 working days of contract signing)
- CSPro Training Curriculum and Materials: Complete set of developed or adapted training modules, presentations, user guides, and practical exercise datasets. (Prior to the commencement of training delivery)
- Modified and Tested EFHS Questionnaire: Documentation of the modifications made to the questionnaire and results of testing.
- 30% will be paid upon submission and UNFPA approval of:
- Training Completion Report: Documenting the training sessions conducted, participant attendance, pre/post-assessment results, and overall training effectiveness. (Within 1 week after the completion of training delivery)
- 40% will be paid upon submission and UNFPA approval of:
- Final Consultancy Report: Comprehensive report including a detailed overview of the assignment, findings from needs assessment, challenges and lessons learned, and actionable recommendations for strengthening CAPMAS's CSPro capabilities and data processing workflows. 45(Within 2 weeks of the completion of the assignment)
6. Required Expertise and Qualifications (Individual Consultant)
The successful candidate will possess the following qualifications:
- Education: Advanced university degree (Master's or higher) in Statistics, Demography, Computer Science, Information Technology, Social Sciences, or a related field.
- Experience:
- Minimum of 7 years of proven professional experience in data processing for surveys and censuses, with a strong focus on using CSPro.
- Demonstrated experience in designing and delivering technical training programs, particularly in statistical software, for national statistical offices or similar governmental institutions.
- Extensive practical experience in all aspects of CSPro, including data entry application development, batch editing, data manipulation, and tabulation.
- Familiarity with data quality assurance processes and international standards for statistical data.
- Prior experience working with UN agencies or in development contexts, especially in the MENA region, is an asset. 53

Physical presence in Cairo, Egypt, for the training delivery phase would be expected, with limited flexibility for remote work during preparation and reporting, subject to agreement.
7. Duration and Working Schedule
The consultancy is expected to be for a total of 20 working days, spread over a period of 3 months. The exact working schedule will be agreed upon with CAPMAS, UNFPA and UNICEF upon commencement of the assignment. The consultant is expected to be physically present in Cairo, Egypt for the training delivery phase, with flexibility for remote work during the preparation and reporting phases, subject to agreement.
8. Reporting and Supervisory Arrangements
The consultant will work under the overall guidance of the CAPMAS leadership and the direct and the UNFPA Population and Development Analyst and UNICEF Child Rights Monitoring Specialist in Egypt. Regular progress updates and meetings will be held with the supervisory team.
9. Inputs / Services to be Provided by CAPMAS
- Access to relevant CAPMAS data, systems, and personnel for needs assessment and training purposes.
- Training venue, equipment (computers, projector), and necessary logistical support during the training sessions.
- The previously designed EFHS questionnaire for modification and testing.

Preliminary top-down estimates of the global financial gap for biodiversity range from US$ 100 to 400 billion annually and detailed bottom-up assessments in participating BIOFIN countries validate this significant financial need and have helped identify finance solutions required to achieve the Aichi Targets and biodiversity related SDGs. In recent decades, biodiversity finance tools and solutions have demonstrated their importance for achieving biodiversity and sustainable development goals. But since countries have not approached the issue of biodiversity finance in a comprehensive manner, the choice and adoption of finance solutions has remained experimental and opportunistic. Improved choice, design and implementation of effective well-tailored finance solutions will strengthen a countries' chances of achieving national and global biodiversity targets.
The Biodiversity Finance Initiative – BIOFIN – is a global programme that developed, piloted, and is continuously improving a methodology to measure existing biodiversity expenditure levels, assess future financial needs, and design comprehensive plans to use finance tools and solutions that increase financing, effectiveness and efficiency of biodiversity management in 35 countries. BIOFIN's first phase enabled full assessments and initial implementation of finance plan elements in target countries. Significant enhancement and scaling up of finance solutions is required in all countries to address the biodiversity finance challenge. BIOFIN's second phase enables the 35 countries to complete the design and implementation of priority finance solutions and will allow new countries to undertake the assessments as well as create and implement their biodiversity finance plan. At the central level, knowledge management platforms will be expanded and additional guidance produced for most valuable finance solutions.
Duties and Responsibilities
Scope of Work
The National Project Coordinator (the "Coordinator") will be responsible for the overall management of in-country activities, ensuring a proper workplan and budget is in place and implemented within set timelines, with an effective national team and strong partnerships. The Coordinator will work closely with the Sr. Finance Expert to ensure implementation mechanisms such as a National Steering Committee and technical working groups are established and meet regularly, that all planned workshops, technical studies and other activities are organised in a timely manner, and that they meet expected quality standards. Key duties and responsibilities include:
Management
- Oversee the identification, selection and supervision of national consultants and experts, in close collaboration with the UNDP Country Office, Sr. Finance Expert and the Global BIOFIN Team and write/revise terms of reference for national BIOFIN team members;
- In consultation with the UNDP Country Office and Global BIOFIN Team and supported by the Sr. Finance Expert, elaborate/revise the work plan and budget and submit draft workplans/budgets timely for the bi-annual budget revision process (30 June and 31 December of each year);
- Oversee the work of the Finance Assistant to ensure administrative requirements and budgets are managed and executed in a timely and appropriate manner and within UNDP and donor rules and regulations;
- Organise all relevant project workshops in a consultative manner, involving a wide variety of biodiversity finance stakeholders, including the government, private sector, NGOs, donors and academia.
- Discuss with the Ministries of Finance, Environment and other key stakeholders the establishment of a national Steering Committee and follow up on the formal establishment and regular convening of the Committee, undertake the same for any other proposed coordination mechanism, and write meeting reports to be shared with the UNDP CO and BIOFIN global.
- Ensure a timely identification of risks in implementation at the national level and communication to the global BIOFIN team.
- Organise bi-monthly meetings of the national team and monthly calls with the Technical Advisor from the global BIOFIN team. Ensure participation of national BIOFIN team members in regional technical calls.
- Supervise the work of national experts and institutions to ensure outputs are delivered on time, within the set budget, and to high quality standards; facilitate, guide and monitor the work of the national BIOFIN team;
Reporting/Communication/M&E
- Signal any delays in national deliverables compared to the workplan to the Sr. Finance Expert, UNDP Country Office and the Global BIOFIN Team.
- Lead project monitoring, reporting and evaluation at national level, draft monthly and quarterly reports for review by the lead expert and submission to the global BIOFIN team.
- Develop workshop reports for the inception workshop and all technical workshops.
- Develop briefing notes, case studies, press releases, web articles and other media products as required.
- Write the section of the inception report on national implementation arrangements.
- Assist with research and write and edit sections of technical reports as required.
