Job Description
The main goal of the project is to support the general guidelines of sustainable and healthy cities in Egypt through the analysis and upgrading of a replicable pilot study area. Moreover, it aims at improving the resilience of the community and city to correspond to Urban plans, regional plan, and national priorities.

Expected duration

- The first phase will include Task 1, 2 for a duration of 3 months
- The second phase will include Tasks 3 and 4 for a duration of 3 moths
- The third phase will include tasks 5,6 and 7 for a duration of 3 months
**Responsibilities**:
Organizational Setting
UN-Habitat, the United Nations Human Settlements Programme, is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. It is the focal point for all urbanization and human settlement matters within the UN system.
Introduction
Urbanization is a key driver of development and cities are seen to be on the frontline of many of the global challenges the world is currently facing. In Egypt, 75% of the GDP is generated in urban areas and 80% of the jobs are in existing cities. However, unplanned, and imbalanced urbanization contributes strongly to inequalities and inefficient use of resources. 68 percent of the total population are living in three regions, Greater Cairo Region, Alexandria and Delta; representing 1.8 percent of Egypt’s total area, while 77 cities comprise 4 percent of the urban population.
In this context, the Greater Cairo Region (GCR) - being one of the world's largest and important metropolitan areas
- play a vital role as Egypt's political and economic capital, apart from being one of the largest urban agglomerations in the Arab world, Africa and the world. Its population of 20 million people is distributed over five governorates, i.e. Cairo, Giza, al-Qalubiyya.
In light of the State policy of achieving sustainable development and in recognition of the urban, political, social and economic role GCR plays, the General Organization of Physical Planning (GOPP), as the technical arm for the Ministry of Housing, Utilities and Urban Communities (MoHUUC) prepared a long-term Strategic Development Vision for GCR. Under a technical cooperation agreement between UN-Habitat and the General Organization for Physical Planning (GOPP), the vision aimed to achieve sustainable development through improving the quality of life for residents and increasing the competitiveness of the region. Following the created vision, the cooperation project ‘Strengthening Development Planning and Management in Greater Cairo’ was initiated in June 2016 in cooperation with the GOPP, and New Urban Communities Authority (NUCA) as a representative of the MoHUUC and Ministry of Foreign Affairs in Egypt with UNDP and UN-Habitat; to ensure continued effective implementation of outcomes & results of the vision and to contribute effectively to the realization of priority projects.
The UN Policy brief “COVID-19 in an Urban World” emphasized that urban areas have become the epicenter of the pandemic with an estimated 90 percent of all reported COVID-19 cases. Simultaneously, the policy brief shows the opportunities that cities have that enable them to manage this crisis and emerge as hubs of energy and innovation leading sustainable response and recovery. Moreover, existing research shows that the COVID-19 crisis entails a great opportunity for planners and policy makers to take transformative actions towards creating cities that are more just and resilient and that supports healthy living and wellbeing. There is therefore a growing priority to supporting human settlements’ recovery to their added COVID related threats with their existing socio-economic and environmental vulnerabilities. Even though there has always been a focus on health in cities yet, due to the pandemic a need to focus on planning for healthy cities has increased significantly.
In 2021, UN-Habitat published the report “Cities and Pandemics: Towards a More Just, Green and Healthy Future” to promote rethinking the urban space from both health and ecology perspectives.
In this context, this task builds on the identified vision for GCR to ensure post COVID recommendations and tools for healthy cities are developed, piloted and showcased as a part of the GOPP mandate to promote healthy cities in Egypt. It aims to adopt the planning guidelines and criteria in a pilot Study area in Greater Cairo region. The Study area will be selected based on its potential to become a Study for a healthy city based on the guideline developed, which can be scaled-up to the city level. As such the area that will be selected will ideally encompass diversity of land use, social composition and economic activities including green spaces, recreational areas, and public services.

The Arab Republic of Egypt ratified the 1951 Convention Relating to the Status of Refugees and its
1967 Protocol in 1981, as well as the 1969 OAU Convention governing specific problems of refugees
in Africa in 1980. Egypt, however, has not developed any domestic asylum procedures. The functional responsibilities for all aspects related to refugee status determination in Egypt are
delegated to UNHCR, under the framework of a Memorandum of Understanding signed with the Government in 1954, which requests the office to support the Government by undertaking the following specific tasks:
(a) To co-operate with the Government authorities in determining refugee status under the mandate
of the High Commissioner; (b) To facilitate the voluntary repatriation of refugees; (c) To pursue, in
co-operation with the Egyptian Government, the resettlement of refugees in third countries; (d) To
provide, within the limits of the funds available to the Office, for the assistance of the most destitute
refugees in Egypt; and (e) To co-ordinate the activities of refugee-assisting non-governmental
organizations authorized by the Government.
UNOPS in UNHCR Cairo are involved in all aspects of UNHCR Protection, including registration and
refugee status determination for asylum seekers. Through their endeavours, UNOPS contribute to
the provision of protection for persons of UNHCR¿s concern in Egypt.
The Reception Coordinator Officer is a member of the Refugee Status Determination (RSD) team.
Under the direct supervision of the RSD Associate, s/he is responsible for carrying out the daily
reception coordination activities for the RSD team.

THE INCUMBENT IS RESPONSIBLE FOR THE FOLLOWING ASSIGNED DUTIES:
Purpose and Scope of Assignment
Scheduling/rescheduling of the cases in different RSD schedules based on the set parameters by the management;
- Conduct scheduling phone calls for the person of concerns on a daily basis;
- Ensuring fair and transparent case assignments among the RSD caseworkers with due
- consideration to SPNs and vulnerabilities of the person of concern;
- Checking the internal referrals received by the RSD Unit.
- Organize the filing activities of the RSD Unit by:
- Ensuring the physical files are pulled out from the FileRoom in a timely manner for the upcoming RSD interviews;
- Tracing missing physical files;
- Ensuring database is updated with the correct file owner.
Assist the supervisor by arranging the RSD reception activities by:
- Ensuring the admission of persons of concern to the RSD Building is done in a timely manner;
- Attending to persons of concern approaching the Office for RSD inquiries;
- Carrying out the Negative Decision Letters (NDL) counselling on a weekly basis.
- Perform any other duties as required.
Monitoring and Progress Controls
The incumbent is expected to submit regular reports for each type of activity he/she conducts which are then checked against the database by the RSD Associate to ensure accuracy. Activities that the incumbent will be involved in depending on the need of the operation may include:
- Daily reception monitoring via established reporting system;
- Monthly reporting on the Unit productivity;
- Weekly preparation of the files required by the RSD Unit;
- Monthly reporting on the inquiries received by the Unit;
- Weekly processing of the negative decision letters;
- Daily monitoring of the interpreters and monthly reporting on the interpreter¿s workload/activities.
REQUIRED MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE
Education & Professional Work Experience
- High School Diploma; or Bachelor or equivalent or higher.
Work Experience
- 1-year relevant experience with High School Diploma; or Bachelor or equivalent or higher.
Language Requirements
- Excellent knowledge of English and working knowledge of another relevant UN language or local language.

The Senior RSD Assistant is a member of the Refugee Status Determination (RSD) team. Under the direct supervision of the RSD Officer/Associate RSD Officer/Assistant RSD Officer/Senior RSD Associate, s/he is responsible for mainly carrying out RSD interviews, recommending RSD decisions in the RSD procedure, as delegated by the RSD Officer/Associate RSD Officer/Assistant RSD Officer/Senior RSD Associate.¿
THE INCUMBENT IS RESPONSIBLE FOR THE FOLLOWING ASSIGNED DUTIES:
Purpose and Scope of Assignment
- Conduct refugee status determination interviews (RSD) under any RSD procedure, both remotely and in person, depending on the need of the operation, as per target based on the modalities of processing per week in accordance with established norms and standards, and preparing accurate interview transcripts for each case.
- Consistent with existing jurisprudence and agency policy, prepare reasoned recommendations as per the set target based on modalities of processing per week on whether asylum seekers should be recognized as refugees under UNHCR¿s mandate.
- Manage individual cases within reasonable time-lines as determined by the RSD Officer.
- Stay abreast of legal, political, security and other developments which impact on the protection environment, and in particular, on protection delivery through RSD.
- Provide counselling to, and respond to queries from, asylum seekers and refugees, including in the context of the notification of negative RSD decisions.
- Maintain accurate and up-to date records and data related to all work on individual cases.
- Conduct research on country of origin information (COI) and other issues related to RSD and maintain the Operation's local repository of relevant information, guidelines and standards accessible to RSD staff in the operation.
Prepare recommendations with regards to legal and social obstacles faced by persons of concern identified during the RSD interview.
Perform other relevant duties or tasks as assigned by the supervisor.
Monitoring and Progress Controls
- The incumbent will be requested to provide detailed daily/monthly reports which will be used for his/her performance evaluation and for statistical purposes. He/she will be expected to produce the following per week (including an equivalent combination determined by the supervisor) depending on the needs of the operation: ¿¿
