The HSE Engineer will be responsible for implementing and managing health, safety, and environmental programs. Missions/Main Duties

HSE Engineer - Lead responsibilities including but not limited to: -

• the development and implementation of HSE policies and procedures in compliance with relevant regulations.
• Conduct regular risk assessments and audits to identify potential HSE issues and recommend corrective actions.
• Provide training and support to all employees on HSE protocols and best practices.
• Collaborate with management to establish HSE performance metrics and monitor progress towards goals.
• Investigate incidents and accidents to identify root causes and recommend preventive measures.
• Prepare and present HSE reports to stakeholders, highlighting compliance status and areas for improvement.
• Serve as the primary contact for external regulatory bodies and inspections regarding HSE matters.

Profile/Skills

HSE Engineer - Lead requirements should be including but not limited to: -

• Bachelor's degree in engineering with any discipline.
• Minimum of 8 years of experience in HSE management within the Construction.
• In-depth knowledge of HSE regulations and standards relevant to the industry.
• Proven experience in conducting risk assessments and developing safety management systems.
• Strong analytical and problem-solving skills to assess HSE challenges and implement effective solutions.
• Excellent communication and interpersonal skills to engage with diverse teams and stakeholders.
• Certifications such as NEBOSH, IOSH, OSHA or similar HSE credentials are highly desirable.

Overview

• Is responsible for ensuring the highest standards of health, safety, and environmental practices within the organization. This includes supporting continuous improvement and compliance with HSE standards, as well as Process Safety Management (PSM) and operational controls implementation. Analyze, develop, and review structured documented programs currently in use, employing the Plan-Do-Check-Act (PDCA) methodology to ensure alignment with business strategies.

Responsibilities:

• Analyzing & develop Plant processes and procedure to ensure conformity with Lafarge Country HSMS and developing process enhancement strategies aligned with country programs & maintaining robust system for document controlling system
• Define, support & follow up the implementation plans of Group and country HSE Standards across all departments within the plant. To ensure compliance and adherence to Lafarge HSMS and applicable HSE local laws
• Deployment of country programs covering the group recommendations including document controlling system
• Monitoring, checking efficient implementation the Critical Control Management (CCM) & Process safety Management (PSM) related actions closure and suitability
• Manage HSE inspections and internal HSMS audits considering line management involvement
• Training, mentoring, and guiding team members in new processes
• Support plant in identifying HSE / Green CAPEX budget based on compliance level and group requirements
• Improve technical Capability of sites HSE Champions and Maintaining champions list updated and reviewed periodically within all BUs with clear succession plans, through group training and webinars or externally if necessary.
• Staying up-to-date with developments in management and process optimization. Carrying out, and leading management of change (MOC) for plant process ensuring implementing robust system, that detects, analyze and following up required actions and carrying out PSSR
• Coach, guide and challenge the plant management, HSE champions, team/ExCo HSE leadership approach
• Maintaining and coordination the technical content of HSE training in the training matrix
• Investigating incidents, shortfalls, issues, and complaints in current business processes
• Communicating ideas and opinions to other members of Plant management.

• Knowledge/experience on operations of Concrete activities is a plus HSE technical experience and NEBOSH IGC certification is a plus.

Job Summary:

Ensure that all occupational health and safety standards are followed and that adherence to environmental laws is maintained in Operations & Maintenance Services. Devise safety plans, monitor practices to ensure compliance, write up safety policies and procedures, and respond to emergencies as needed. • Keep constantly updated, identifying improvement opportunities in the Environment, Health, and Safety Management which contains the procedures applicable in the company and the recording systems and keeps the critical processes under control.
• Ensure the implementation of environmental, health, and safety regulations.
• Support all managers to embed safety and an environmentally friendly attitude into their everyday activities, cascading this to all levels.
• Become the advocate and point of contact for HSE advice.
• Identify critical processes for the environment, safety, and health at work, identify hazards, estimate risks, and evaluate them according to the criteria established by the employer and research/study/design the most appropriate prevention, protection, and control measures, with the collaboration of the management.
• Assist managers in the analysis of accidents, near misses, safety spots, and environmental accidents and document the results.
• Guarantee the appropriate registration of the OHS training, both provided by external bodies and internally as training on the job.

Roles and Responsibilities

The core scope of this function is following up "Screening, Scoping, ESIA, and RAP studies preparation" for projects on the corporate level. The studies and all relevant sub-scopes shall be conducted by Independent Consultants to fulfill projects' lenders and employers' requirements.

Extra Comments

• Preparing RFP, RFQ, ToR, SoW, etc. for various environmental studies based on the project requirements, and local and international standards, while considering lenders' and employers' requirements.

• Prepare a list of potential consultants/IEs who can perform the study(s) based on the project type, size, nature, complexity, project country, previous experience, etc., or use and lenders' advisor's list if provided.

• Create and implement environmental policies and practices

• Assessing, analyzing, and collating environmental performance data and reporting information to internal staff, clients, and regulatory bodies

• Manage the offering process (sending, receiving, clarification, negotiation, etc.) until consultant(s) are hired.

• Follow up the work with the hired consultant(s), review their reports and deliverables, and follow up on their work on the ground if needed.
